The encoding apparatus comprises a memory and one or more processors that execute operations to determine motion vectors for a current block in two reference pictures. It generates a prediction block on a subblock basis, calculates a residual block, and encodes both motion vectors and the residual block into a bitstream. The prediction block generation involves determining a BIO motion vector for each subblock, which is derived from flow differences calculated between corresponding pixels in the reference pictures. The BIO motion vector is optimized to minimize the weighted sum of squares of these flow differences, with greater emphasis placed on pixels located deeper within the surrounding square block.

Similarly, the decoding apparatus also includes a memory and processors that perform operations to reconstruct the current block from the encoded data. It determines the same motion vectors and generates a prediction block using the BIO process. The reconstruction involves decoding the residual block from the bitstream and adding it to the prediction block. The methodology for generating the BIO motion vector remains consistent with the encoding process, focusing on minimizing flow differences within the square block. This dual approach for encoding and decoding enhances the efficiency and accuracy of video data processing, making it a significant advancement in the field of video compression technology.
