The process begins with the UE transmitting an attach request message to a mobility management entity (MME), which includes both new radio (NR) security capabilities and long-term evolution (LTE) security capabilities. Upon receiving a non-access stratum (NAS) security mode command (SMC) message from the MME, the UE continues the attach procedure if it determines that the NAS SMC message does not contain the UE NR security capabilities, while confirming that the LTE security capabilities have been correctly replayed. The method also includes provisions for handling attach triggers following handovers and specifies that the attach request can be forwarded through a master evolved NodeB (MeNB).

Additionally, the patent details the structure of the attach request message, which comprises information elements for carrying both NR and LTE security capabilities, including universal mobile telecommunications system (UMTS) security capabilities. The UE's NR security capabilities encompass encryption and integrity protection algorithms. The apparatus described in the patent can be a UE or a UE chipset system, equipped with a processor that executes program instructions to facilitate the described methods.
